Buying Used Trucks For Ghana

Ghana's used-vehicle rules tightened in October 2026: the conformity check happens before the truck leaves China rather than after it arrives, and the import age bar is set by GSA notice GSA/DGS/PN/26/09. Read this before you shortlist a unit.

Source note — what the GSA notice says verbatim

The 15-year import bar and the pre-shipment Certificate of Conformity are stated verbatim in GSA notice GSA/DGS/PN/26/09 (effective 1 October 2026). The right-hand-drive prohibition and the minimum Euro 2 emissions standard are requirements of the underlying GS 4510:2022 standard (multi-source L3 verification, not quoted verbatim from the notice). Since then, GSA notice GSA/DGS/PN/26/11 of 5 October 2026 has suspended the pre-shipment inspection exercise and says a new implementation date will be communicated in due course; that notice does not address the 15-year bar. Two separate mechanisms must not be confused: the 15-year bar above is a GSA entry prohibition, while Ghana's customs side applies an extra over-age charge to vehicles more than 10 years old — a cost item, not an entry bar — and the amounts depend on the specific vehicle and the rules in force, so confirm them with your clearing agent. The revised framework is published on the GSA website (gsa.gov.gh, article of 26 August 2026).

The Certificate of Conformity — suspended, new date to be confirmed

Pre-export verification of conformity for imported used vehicles was scheduled to start on 1 October 2026 under GSA notice GSA/DGS/PN/26/09. In public notice GSA/DGS/PN/26/11 of 5 October 2026 the Ghana Standards Authority suspended the pre-shipment inspection exercise and stated that a new date for its implementation will be communicated in due course. The notice does not say what conformity evidence will be accepted while the programme is suspended, so we cannot tell you whether a Certificate of Conformity is required at the moment — ask the Ghana Standards Authority or your clearing agent before you ship. The 15-year age bar and the other GS 4510 conditions are not mentioned in that notice. When the programme starts on its new date, inspection and its cost will sit before shipment again, so keep that line in your landed-cost calculation even though the date is unknown.

What sells in Ghana

HOWO dominates. Chinese brands account for the large majority of tipper imports and HOWO leads that group by a wide margin, with parts stocked in Accra, Kumasi and Tema and mechanics familiar with the engine family. Demand is running on two engines at once: a national road programme with thousands of kilometres under construction, and a mining sector expanding across gold, bauxite, lithium and manganese concessions.

Configurations buyers are sourcing

  • 371 and 380 horsepower 6x4 tippers for road construction and quarry work
  • 8x4 tippers with 20 to 25 cubic metre bodies for in-pit ore and overburden haulage
  • 375 and 420 horsepower 6x4 tractor units for mine-to-port haulage and plant mobilisation
  • Water bowsers and fuel tankers for dust suppression and remote site supply

A note on Shacman in Ghana

Shacman has a solid position in East Africa but its distribution in West Africa is significantly thinner, and Ghana is a good example. Parts and mechanic familiarity lag well behind HOWO. If you are considering an F3000 or X3000 for Ghana, satisfy yourself on parts support before you commit, because that is the variable that decides whether the truck keeps earning.

TANAN does not guarantee customs clearance or import approval in Ghana, and we do not guarantee that a vehicle will pass a GS 4510 conformity inspection. Age and condition limits are set by the Ghana Standards Authority. Confirm current requirements and the approved inspection bodies with the GSA or your clearing agent before purchase. Rules and enforcement dates change without notice. Ghana's primary clearance port for vehicles is Tema, with Takoradi serving the western region.

Units that clear for Ghana

Ghana's import age bar counts from the date of manufacture on the nameplate: from 1 October 2026, used vehicles more than 15 years old are barred (GSA notice GSA/DGS/PN/26/09). The VIN's tenth character only corroborates the nameplate — it never sets the bar. These units are on the yard now — open a listing to see its Ghana verdict.
